About Zambia Devolution Support Program (ZDSP)

 

The Devolution support Program (ZDSP) is a five (5) years program designed to support the Country’s Decentralization Agenda known as The Government Program. The ZDSP is a program supported by world bank with financing amount of $210million.

The program was restructured in 2024 to support Governments response to the Drought emergency as well as incorporate lessons learned from the first year (2023) of implementation. The proposed changes included

  1. Redesigning the DLI’s to bring a stronger outcome focus to ensure tangible benefits to the government’s devolution agenda and nation response to drought disaster
  2. Increasing the incentives available for Local Authorities that achieve performance indicators including incentivizing improved own source revenue (OSR) Collection and management. 
  3. Extending the program to all 116 Local Authorities.

Masaiti district in 2023 benefited a total allocation of k2,694,739.00 under the devolution support program, enabling the district to undertake four projects which are still under construction in different locations.

The fund has allowed the local authority to use its on- source revenue on other unsupported projects broadening service delivery to communities.
